Ok, so it's supposedly in the Eternal Grove mission. I have a map of where he supposedly pops. But he never does, even though I believe the bosses in Factions aren't random like in Prophecies.

Did they change Bramble Everthorn's location or what?

After you do the mission go back into the eternal grove (explorable area) and he will be there. I just capped Moebius strike from him about an hour ago. Hope this helps!
