Global dmg reduction doesn't work anymore?

I have heard that in one of latests updates ANet nerfed global-working dmg reduction bonus in one part of armor you are wearing (ex. Acsalon/Knight boots). Is it true?

Well, it actually says on one of teh tablets of Wisdom in Linnok Courtyad on Shing Jea, that certain armour bonuses, such as reducing damage from attacks, effect your entire body, and therefore you only need one peice.
If its been changed, then I'd hope this tablet has been changed too.
