Since the MOBO specifications say it supports PCI-X x16, i'll go that route in my decisions.

You need more RAM, otherwise it will be a major system bottlekneck. I reccomend 2GB, G.Skill Extreme Series 2GB. Memory coolers haven't been proven to help any more than not having one, the only good way to cool memory is to actively cool it by placing a fan blowing on it.
EDIT - Didn't see the money thing. If thats too expensive go with:
6800GS or X800GTO2

That easily cuts $100ish off the total price, you could go with less, but I wouldn't reccomend it.

Your first move is to plan out that case, cause Lego works well for small PCs, but for full ATX you're gonna have issues. Not to mention the fact that an LGA 775 can MELT Lego with the heat it puts out if you're not careful. You need to look at a good case first, and then worry about other items. And any PCI-E video card will run GW just fine, as I am on an x300 SE after my SLI set failed. All options including postprocessing on, and it never slows down.
But, if you're 15, this is ambitious, and I give you that. Check www.bit-tech.net for some ideas on case modding, and look up SketchUp (now free) and give modeling a case a try. You might be surprised at what you come up with...

Uh, if it is loud, you could try lubing the bearings with oil or also dusting off the fans. It helped with my graphics card overheating. I found there was a ball of dust an inch thick...
