Wow you havent played in ages then. They changed the wording of the older one to this. It was so long ago I cant remember it. >.<

Read description: "Halves skill recharge of spells" - this doesnt make any sense. It is clearly typo bug.

It's always only halved the recharge time of spells; you'd never get it on Warrior attacks, Signets, traps, or anything else that was not a spell. They finally updated the descriptions in the preview event in January. If anything, it's fixed now.

Spells are also Skills. So... "Halves skill recharge of spells" indicates that if you use a spell, that skill will recharge in half the time it normally would. You could also reword it to say "Halves spell recharge of spells" but that just sounds awkward.

I would think that "halves recharge of spells", or maybe "halves recharge time of spells" would be much clearer and preferable to either of those. It's not like spells have several different kinds of recharge and you need to specify which one is halved.

"halves skill recharge" is a pretty weird phrasing, at any rate.
