thought it is only 20% when its for a certain type of skill eg. Halves recharge time of curse spells [20%]

10% is max for universal, 20% for skills

you need a second mod for it to be perfect e.g. 5>50 energy

nah, get a nice one and youll be rich. a +30hp pimp cup with a perf second mod has 100 ecto + offered on it. i have seen many offhands selling for 100k +. problem is finding 2 dual mods which are perfect is hard. sword only need one perf dmg mod.
