I can't seem to find this in any options, through pages of help files so I thought I'd just ask. Basically somehow my party formation window went out of the default, where it autoresizes when adding more party members. I can't figure out how to get that back to default.
I know about F11, customize layout, but that does nothing to things such as party formation window etc.

Hasn't done that for me, just adds a scrollbar if there's more people that the window fits :P

Yes, when you first create an account it's set really small but it'll automatically grow when you add instead of having a scrollbar. Nice feature (at least to me). Seems to be just sloppy that you can't get it back if you resize once.

Grab the bottom right of the window and resize it to your heart's content.

Of course. That's not the point at all, the autoresize was a nice feature and it seems silly you can only get it when you first create an account and the moment you touch the window it's gone forever account-wide.
