well, technically, +5 energy while hexed is a perfect mod.
when are you hexed? entirely situational i spose. in pvp, a whole damn lot. pve, depends on what you're combatting. either way, you can't escape getting hexed in this game.

If you spend so much time hexed in pvp that you actually need this, then you need a new monk, not a while hexed wand. I agree with malice.
