Imperial Guardsman Yang and the Elusive 31st Imperial Commendation

I have managed to get 30 out of the 31 (according to guildwiki) imperial commendation quests finished. I realize that these quests aren't a big deal, but I'm a little OCD that way.

Supposedly (again, according to guildwiki ) there is a pre-requisite before Guardsman Yang will give you his quest ("Housing for Refugees"), but no one seems to know what. Obviously, *someone* has done it, since the information is on the page.

After fighting all the way there (and by the way, this is far and away the most difficult of these quests), I got to Yang and, of course, no BIG GREEN EXLAMATION POINT.

Does anyone have any insight? I can't believe I wasted an hour slogging through all those mobs and got nothing.

Surely some fortunate soul has managed to get that vile bastard Yang to give them this quest?

My Assassin got it off him today, to be honest i was just clearing map and don't really know what quest has to be completed in order to get it off him but i'd hazard a guess at the Seeking Shelter quest or the Canthan Refugee's one from Matuu Keep :/ Not sure though.

if it's the one I'm thinking of you have to get the quest from the tengu (might not be called tengu but bird people of some sort) to the north then bribe the guardsman with 2k. My apologies if I'm completely confused.

No, this quest is quite a long trek from the temple. It looks close as it is above the area, but there is no short cut that I am aware of. The map in the link I posted shows the path to him.

Well, I thought I had done every Canthan quest with my Assassin, but never saw this one - I have yet to get 100% map on him though, so may have found it eventually -

Anyway, since he has done all the others I wold definately get the green ! over Yang on him, so I took my Warrior on a little adventure. My warrior has hardly done any of the cantha quests, but loe and behold when I got to Yang he has the green !.

I would guess it is the seeking shelter and refugee quests you get outside Senji's corner that are the prereq, since I did those with my Warrior. But here is a list of the ones I have not done (still active)
