Do i have to buy all the skills?

hi

my toon is canthan born (ritualist) and since shing jea island where they gave me some skills, i've never gotten a single one from quests in the mainland. unlike at Prophecies where you're rewarded skills upon a quest completion, factions seems to give only exp, gold, faction points, commendations, etc. i'm currently doing City Under Attack and still no skill rewards from quests... do i have to each and every skill i want?

btw i noe about elite skills and that you need to cap them-_-.. its just i dont wana spend on skills anymore, i'm at 1k now and they're so expensive,,,,,,,,,

In Factions you have to buy all your skills.

Only buy the skills that you will use the most. Lesser used can be purchased later when you have more money.
