Looses lvls when they become henchmens after Boreas Seabed mission, after all they are much higher than lvl 20 when fought against inside the mission.
But it would perhaps been to powerfull to have henchmens that where lvl23+
and to weak opposition with bosses that was lvl 20. But still, it is kinda disturbing this escalation of boss and monsters lvl.

They really aren't that bad. The Warrior and Ranger boss aren't a major threat due to poor design. They have too much defense and not enough offense. The rest are a cakewalk with a single good warrior, ranger, or mesmer. Just blitz and interrupt them. Argo doesn't hurt so much if he doesn't get off his fireballs and meteors.
Enemy groups tend to be much better designed in factions. However if you break tanks, nukers, and monks it isn't hard at all.

I beat that mission with my Sword Ranger, a W/Mo Hammerer speced to Smite, and 6 henchies.
And if you think that's bad, the Assassin Instructor from Shing Jea gains and loses about 10 levels randomly through the course of the game (he jumps from level 10 to 20 and then falls back down to 10 at various points in the game).
