This is a far shot, but I've had the same thing happen before on occasion. When there is an update (which there was just recently) if one person downloads it and another (or others) do not, you can be sitting in the same district chatting to each other (through whisper), but you will not see one another, nor would you see the same thing in terms of districts. This is the only thing I personally know of that would cause this, but having everyone log off and back on to ensure all updates were installed should fix that. Other than that, I really don't know.
Edit: Yes, just adding for clarification since cosyfiep pointed it out and I forgot to mention it. You have to actually shut down the guildwars program and relaunch to update, not just log off (as I may have implied).
