Can you charm animal with a PvP-only character?

Is it possible to do this? Feel stupid for asking such a simple question after going through the game three times, but I can't seem to figure it out.

edit: Should be "charm AN animal"

In Theory: If course!

In Practice: PvP characters will never come across an animal to charm. If you take Charm Animal with you, you will be automatically given a level 20 pet.

PvP characters all come with level 20 Elder Wolves. Different animals are for PvE characters only.
