give the guildleaders a alliance chat tab (strange title)

Give the guildleaders/officers an extra option, so that they can give individual members acces to the alliance chat.

#Members who spam the channel can be "locked out"
#Not everyone has to be made officer
#Trusted members can finally chat with the alliance guy's, and ask for "backup" for a mission
