PC on Holy Rod 10/10

I recently found this rod in UW:

Gold Holy Rod 11-22
Req. 10 DF
Halves skill recharge of Spells: chance 10%
Halves casting time of Spells :chance 10%

Everybody keeps telling me it's not even worth 10k... are they right?

additional info : a simple yes will do... if no pls tell me the right price.. thx
