If arena net doesn't block the ablity of pre-level 10 players rushed to Droknar's armor playing in Ascalon, may be have it so it groups all the rushed players together with lvl 60 armor or if not enough players put special bots with lvl 60 armor on them.
On a side note my starting ranger beat a rushed lvl 60 E/Me pyro mage
with just my bow and my kitty in a 1on1. Now against a W/Mo it took the 4 of us to take him down watching my arrows bounce of his armor or my kitty tickling him.
