Canthan Ambassador bugged?

OK, so here's the deal, my new guild, recently started over to become Kurzick, some of the old members and the leader wanted to be Luxon(we couldn't have that). So yeah, I'm at the Canthan Ambassador to buy a guild hall, he says we need a "Guild Emblem" also known as a cape, got that already. He also says I need a "Celestial Sigil" got one of them also. It is in my inventory as I speak to him. It still says I need one, go to Hall of Heroes blah blah blah, bought one from the Sigil Trader. So what gives?
