Price check on 15-28(req.8) Plagueborn Recurve Bow.

Ok here are the stats of a bow I got for a running tip (thanks by the way), I figure the damage modifier is gonna hurt it alot but still not sure about the price.

Crippling Plagueborn Recurve Bow of Marksmanship
Piercing Dmg 15-28 (Requires 8 Marksmanship)
Damage +19%(while hexed)
Lengthens Crippled duration on foes by 33%
Marksmanship +1 (19% chance while using skills)

Any help is appreciated, as this one has me stumped.
