add Faction Reward npc in guild hall

dont know why this was deleted... anyway the sueggestion is to add the abillty to buy amber from within the hall without the need to get to house zu helter and either the prize of the luxons without the need to get to Cavalon...

i dont know why they didnt do it originally but this is very needed... i dont always feel like getting to House Zu helter with pve... or a friend of mine wants to give me amber from his factions... and he didnt got to house zu helter...

either put it automatically or add it as a service to be bought from Guild LOrd
