Is the insightfull spiritbinder ok ?

It was my understanding that when you had a +15 energy staff (10 + 5 from the insightful mod) and you don't meet the req, the staff works as a starter staff which is +7 energy ( +3 energy from the staff and +5 energy from the mod).
Currently the insightfull spiritbinder gives an unconditional +15 energy even if you don't meet the req. which is kind of cool and really helped me during the early level of my Minion Master:


But when i think about it, i wonder if this item is working as designed. I know that the item was broken before the release of faction, it didn't give the right amount of energy. But now, is it still broken ? i do crappy damage but I even get the 10% cast and recharge time bonus.

The only thing that the Communing requirement affects on the Spiritbinder is the damage, so all caster classes can enjoy all the energy bonuses and the better recharge/casting times on spells. They just can't do full damage by normal attacks as the damage dealt is limited by the Communing attribute.

The 9 cummuning requirement only affects damage. The energy and 10/10 mods are unconditional. All staves work like that. There's nothing wrong with the spiritbinder.

edit: got beat by 1 minute, when I was proof reading and looked at the picture for a few more times.

That's the way requirements work in general, they only apply to the line they are on. In this case it is the damage line.

This is why trapper rangers love the cheap green staves with 15e. (Kole's Torment for 1k is a real bargain.)
