Curious whens the soonest you see and able to cap a white tiger at if you make a char from factions side of things?

Don't hold me to it, but around Arborstone I believe. I can't remember if they are white or not. I definately know there are some right outside of Aspenwood.

I know there is outside of Arborstone took one of chars from Tyria over to Factions and capped one. but trying to find one closer don't really want to recap a new pet and retrain one. would like to do it at a fairly low lvl char
