Unwaking Waters (Luxon) portal exit

Is the gate to exit Unwaking Waters closed off (Luxon Side)? I got there yesterday and could not exit but the let me in though. Does my guild have to be luxons for this? i beat the game on the Kurz side but not the luxon side yet. Or do I just have to do the mission first to be able to open the portal. Thank you.

You need to play all the luxon side, in order to get to unwaking waters (luxon), so if you want to get there, start saving 10k of luxon factions points.

You need to have more unspent luxon points then Kurzicks to enter threw that gate. I passed threw it with only 500 luxon points,
