I know I can get it in amnoon oasis, but I'm to lazy to get there.

It's a Prophecies skill, not Core, so no, you're out of luck.

If you can get to Tyria with your character, all you have to do is unlock the skill on your account and then you can buy it from LA skill trainer.

You have to do some PvP to unlock it (costs only 1k Balthazar points), you'll have to get to Amnoon otherwise...

Can unlock it with another character too, by doing a quest (if there's any) to get it or simply buying it from a skill trader.
