can factions characters do prophecies quests?

I just beat the factions campaign, thinking it would allow me to do the prophecies quests (I can do missions), but all of the NPC's still don't have exclamation points above their heads. Is there another quest, or anything I have to do before I can do the prophecies quests?

edit: nevermind, I was referring to the northern shiverpeaks/postsearing ascalon area, and since I ran backwards without doing the respective missions, I guess I missed some prerequisites.

Only NPC's who actually have quests will have the exclamations over their head. Also, you can only do quests/missions AFTER Lions Arch (ie Sanctum Cay, Villiany of Galrath) but you can't do any before Lions Arch (ie Gates Of Kryta, The Dukes Daughter)
