Yes, you need Factions to obtain Vampiric Bite. The Tyrians like to touch, so they have Vampiric Touch. Canthas people, I guess, like to give love bites. So they have Vampiric Bite.
You can obtain both (if you have both Prophecies and Factions) and put them both on your skill bar.
