I read somewhere that you can get the -50 offhand in cantha but I have no idea where.

Uh... you sure? I think the only way to get it is from the quest in Ascalon... or you could just buy it for like 5k.

Yes, Anet has not put in another -50hp offhand quest. It is not an important item in the storyline so they have not placed it in cantha.
