The Icy Dragon Sword only drops in one location - the cave at the far NE corner of Mineral Springs explorable area.

The Wiki map shows the Southern route, there is also a Northern route that most people use for farming. If you use the S. route, it has a res shrine at the top and you`ll have to run all the way back to re-zone. If you use the N. route you just step out and have the Avicara kill you and you`re at the bottom shrine and can re-zone and head back up.
