Stack?

Hi I was wondering if the half recharge/cast 20% mods on weapons stack? For example having a staff and focus that both do it. Would they both be used for 40% or just a single one for 20%? Thanks!

Basically they do.

Each has 20% chance independently, so its possible that they both work (making it 1/4 casting or recharge time), one works, or neither works.

I believe with 2 20% chances..

36% chance one will work, getting 1/2 time.
4% both will work, getting 1/4 time.

Nobody. EVER. Gets the 36% right.
