Which collector wants stone summit badges?

There's a collector in the ice area after the deserts that's looking for Stone Summit Badges, but i can't remember where he is.
Anyone know?

There's one at Droknar's Forge and one by the Traveler's Vale entrance to the Iron Horse Mine area ( this one gives an armor piece ).

the items at forge are only caster friendly, and most are non used requirments, so this isnt a a collector of my liking

Yeah also he gives a Grim Cesta that increases cast speed and recharge of Soul Reaping skills...even though there aren't any soul reaping skills!

I'm looking for the item that increases the protection skill by 1, but got no clue about its name. I tried some of the icons but they were skill recharge :/

The guy outside of Dronknors does have one of the best Air Wands, max damage and 20% chance for fast cast.
