actually if it's highly salvagable on an item that has mods like those you'll probably get 1 of those mods instead of wood.

You can have 100% access to highly salvageable mod with upgrades if you use normal salvage kit instead expert or super. Bows give only wood planks anyway so there is no rare material chance either.
