At first I was thinking that these were disabled, but I see a few of the members who do have them.
What is the requirement ot use Custom Titles, instead of the regular ones (i/e "town dweller, ministry of knowledge", etc....)

Only those users who are Site Contributors and up can change their own titles; administrators have the ability to change regular users' titles, but they don't do that often.
