Where in Factions do you find the second 15 point attribute mission?

I know where the first is, and you encounter that early in the game, but I have yet to find the second 15 point attribute bonus mission in Factions. Where is it? Thanks.

I think they are both on the starter island.

After beating Zen Daijun, you need to talk to Zunraa at Seitung Harbor. He'll give you the quest, "Unwelcomed Guests", which is the second 15-attribute quest.

Ishocon just told you.
the first one is going back into minister cho's estate with a guardsman in the village at the end of it.
the second is going back into zen daijun with the kirin on the hill at seitung harbour.
