If you need fast ressing (as in mid battle) either use signets or a rezmer. If you don't need it fast then I'm sure waiting a few seconds for you energy to regen won't kill you. Just make sure it's not your ele doing the rebirthing in PvE or you'll be waiting a half hour for the energy to regenerate (even with the negative kit).
Ressurection Chant and Restore Life are my favorite REZ skills, however i usually ask if there is another monk to bring rebirth, if he prefers restore life, then ill bring rebirth.
However i did get a nice laugh out of the "OMG rebirth makes my energy zero!!" They put descriptions to skills because they wanted you to learn their effects, if you dont bother to read them then tough ****.
