Hey, there.
I searched for "letter home musagi"
and found no other threads pertaining to this.
The quest is called "Letter Home",
and you get if from Jatoro Musagi in the Leviathan Pits.
He gives you a letter for his mother, Lady Mukei Musagi
in Seitung Harbor.
The thing is, Lady Musagi doesn't have an explanation point above her head
and doesn't know that she wants the letter.
Also, if you follow the green arrows & stars, they lead you to
the Boreas Seaboard to the Halcyon. . .
and there's no one waiting for you when you get there.
I abandoned the quest & got it again to see if that would fix it for me,
but I got the same result.
It's kind of frustrating since it's 1000 luxon faction,
and this letter is taking up space in my inventory.
Is anyone else experiencing this bug?

That's very odd about it leading you to the Halycon. As no Luxon myself, I can only speculate, but my haxxors intuition says its a bug.

I did the quest, arrow pointed to the Halycon where there was an NPC to get reward from, and said all the quest ending stuff 'zomg how nice to get letter etcetc', even though the quest log indicated Musagi...

Actually, the quest specifically says;
"I used to be a pirate, but that got old pretty fast...not nearly enough adventure, and way too much gold counting. I decided to join the team Zenos instead. And talk about adventure! Why, it is even more exciting exploring the Jade Sea than it is sailing all over the liquid one! The only thing I am worried about is my mother. She is sure to be getting worried about me. I have written a letter for her, but I do not have time to deliver it. Perhaps you could help me? If you could deliver this letter to Arani aboard the Halcyon, I am certain she would see that it gets to my mother back on Shing Jea Island. I trust Arani, she was...well, let us just say that I trust her and leave it at that."

Indeed, I found Arani there, however the quest log states in the objectives 'Deliver the letter to Lady Mukei Musagi' which is the bug

Technically no. When you want a letter delivered to your mom, do you take it to her, or give it to someone else to deliver, such as a postman. It's just a matter of semantics. Read it one way and you're delivering the letter letter to Lady Mukei Musagi, read it another and the letter has been written for Lady Mukei Musagi but you're taking it to the 'post office'. I do agree it could have been worded slightly better, but you should read the actual quest description, not the heading

It says,"It's you again! Could you do me another favor and take this letter to my mom? She must be worried sick. I joined this boat crew as an intern. The work is hard but I'm learning much about sea life. So what do you say? Can you take this letter to my mother in Seitung Harbor?"
Reward: 3,000 Experience; 1,000 Luxon Faction; 250 Gold, Luxon Totem
The quest summary then says, specifically, to take the letter to Lady Mukei Musagi.

I caught this too, but it was past midnight when I did the quest, and after wracking my brain for 5 minutes, I accepted the quest reward and forgot about it..
