OLD description taken from guildwarsguru:
"Foes near you are struck for 10-82 damage, but are cured of any negative Conditions. This Spell ignores armor and magic resistance."
New description taken from in game:
"Foes near you are stuck for 10-82 damage, but cured of any negative Conditions."
It doesnt ignore armor anymore?
If it really was nerfed then Aftershock is a lot better then it now even when your foes arent knocked down
"Nearby foes are struck for 26-85 damage. Knocked down foes are struck for 10-56 additional damage."
Less energy and quicker reset.
did they nerf crystal wave?

It still does, I think. At least...
*Goes to check*
Nope, they didn't nerf it.

I noticed this too. Oddly, its duplicate Teinai's Crystals still has "ignores armor..." in the description. But it hasn't been nerfed. Whenever a spell says it does "<amount> damage" without a damage type (fire, cold, piercing, etc.) it is guaranteed to ignore armor.
Most skills with an unspecified damage type come from Mesmer skills, but they show up in the other classes. Eg. Palm Strike, Gladiator's Defense, Riposte, Splinter Shot, etc. Also, interesting tidbit, some weird skills, like Dust Trap and Whirling Defense ignore armor, but actually are the type they say. Mantra of Earth is the only way to decrease damage from Dust Trap, and Whirling Defense will trigger Mark of Pain. Weird...

Also, Eviscerate, Executioner's Strike, etc.'s damage bonus ignores armor, I think.
And some come from Blood skills, e.g. Shadow Strike.

Yeah, +damage from attack skills, holy damage, and shadow damage ignore armor. Life steals ignore everything, such as Protection enchantments. Also, a graphical way to tell if a skill is armor ignoring (not +damage attack skills) is if a blue-ish aura flashes at the feet of the character that takes damage.

Are you sure about the attack skills part?
LightningHell
I'm also pretty sure on that.

crystal wave is armor ignoring, but now it can't penetrate magical defenses
