Strange issue with maximizing the game window

If I ever click the window button to make the game appear in a window, I am not ever able to get it to remaximize to full screen. This has only been happening recently ever since they changed the look of the "close, minimize, and maximize" buttons. Also, sometimes when I click the close button to shut the game down, it continues to run in the background even though there is no display window. I have to literally check my computers processes and force it to end task. What in the hell did Arena Net do to break it? This was never happening before...

Alt+enter seems to work for me, but it seems a little buggy. I'm able to maximize it again with clicking on the middle maximize button though too.

That is the problem though, alt-enter and clicking the maximize button have no effect. It just blinks, then nothing. The only way to get it to work is to go into the options menu and force it to be in fullscreen, and even then it takes a few tries because sometimes it gives me the message "Your video hardware does not support full screen mode). Wtf? I have a 7800GT!!!!!
