Mesmer has the strongest energy managment options, as it has several skills that are non-elite effective managment. You also have added hex removal. I reccomend Mesmer if you plan to PvP on your charactar.
You have one Elite Stance that gives you energy for conditions and hexes on you, However it is dependant on your opponent having conditions that last, and you running Draw Conditions. This skill is far too conditional to always be useful.
Mo/W is you 55 monk, Bonettis for energy, sprint to get to the trolls faster.
Necromancer has one of the best energy managment elites in the game, however since it was updated, you have a 20% health sacrifice, so it's only really viable in PvE(it is usable in PvP, but you're an extremely fragile target, so it's only really good at upper-teir PvP).
Glyph of Renewal+Divine spirit can give you near infinite energy to spam spells.
Ritualists have some great defensive weapon spells, and spirits. However you're going to lack energy managment.

Monk/Warrior is not just for 55ing it is for normal Monking as well and bonetti's regardless is can still provide you with energy as long as you aquire a target.It is a great if you want to be an infuser(healing) or a bonder(passive protect).I have and atm am doing active protect but I don't use boon who says you need it.There are other Warrior skill you can use with a Mo/W such a balance stance and even shield stance to raise you energy up.This includes a shield and a wand .I want to clarify that Mo/Ws aren't just 55 monks.I have been told by a member of the Treachous Empire that they do make a good GvG build.

The only real reason to use OoB over Mantra of recall for energy managment in PvP is for the shorter casting time. Over 60 seconds OoB will give you 4 more energy than mantra of recall but you'll spend much more than that healing the 80% of your max life (4 casts).
