im getting another copy of factions do i still only get 2 slots if i add it or do i get 4?
or is it just 4 if i start it with it being a stand alone version

If you are adding it to an existing Prophecies account, than you get 2 slots.
If you are planning on using as Factions accounts only, you get 4 slots.
If you try to add it to your already upgraded Prophecies + Factions account... you get... ummm... errrr... screwed. No additional slots.

i have added to my old account so i got 6 slots
so what you are saying is that i cant add anymore?
i dont mind a only factions account due to the fact the only time i have went back to tyria was for some necro skills

Combining 1 Prophecies + 1 Factions will provide 6 slots. Nothing will increase that at this point. Stand alone Prophecies or Factions = 4 slots.
If all you want is more character slots and can wait, then wait for Anet to implement the "buy a slot for $10" that they are "working on".
