where can i get animate flesh golem?

does anyone know where i can get flesh golem skill? I checked the elite skill site but I still dont know how to get to that specific area. Can i get to that area after beatind dragon's lair quest or something? I dunno. thanks in advance tho.

It's in Cantha (a Factions area), the area is Xaquang Skyway. This skill cannot be gotten without entering Cantha.
