i dont know the exact build per say but ranger/assassin can be effective due to ranger's primary attribute being expertise. one of the great things about expertise is that it lowers the cost of attack skills (in addition to other things as well). im guessing its similar to R/W stance tank builds that spam energy attacks like swift chop and cyclone axe. which would mean they are using skills like whirling defense to avoid damage, while they use dagger combos to do nice amounts of damage. my bro has an assassin and watching him he runs out of energy quite often, but if you think about it, having an expertise of 13 would reduce 5 energy skills to 2 energy (2.4 before being rounded down), get some zealous daggers and then you would have skills like repeating strike for only 1 energy.

Off-hand Attack
Must follow an off-hand attack. If it hits, this attack strikes for +5...+17 damage. If it misses, it takes an additional 15 seconds to recharge.
obviously, you would have to use other skills as well like some of the basic combos assassins are running, but ill leave it at that, a +17 damage attack for virtually 1 energy is well worth it imo, especially when thats not even counting the damage from your main combo.
