As the title suggests, is a critical hit always achieved on a knocked-down foe? I tried searching on GWiki but without success...

IIRC, KDed foes that try to move will get auto-crits.

But I'd ask for confirmation ^^

No, you don't automatically get crits on knocked-down foes.
