Frustrated Guild Leader

hello,,,this maybe a noob question but i have searched for the answer and cant find a satisfatory one. HOW does a prophecies Guild Leader create or join an alliance with another guild. On the Guild tab it says talk to Luxon or Kurzick ambassador in the guild hall....Well they arent there so dont know what to do.

You have to own Factions since it is through the PvE game that you ally your guild with the Kurziks or Luxons.

If you only have Prophecies then get someone you trust that has Factions and is able to make the alliance to be promoted to guild leader, make the guild allied to whichever faction you wish, then give back leadership.

A guild invites another guild much like inviting a person, except it costs 1000g instead of 100g. The guild being invited accepts and becomes part of the alliance. Both must be allied to the same faction (Kurzik or Luxon).
