Two skills from Pre-Searing: Backfire and Flare. Maximize Domination and minimize Fire Magic. Takes about 10 seconds.
I actually did it with Ice Spikes in the place of Flare, and brought 6 other skills that were used by neither side. But those two will get it done.

If Guildwiki is correct, then the Doppelganger has max attributes (12) regardless of what yours are at the time, so setting your fire to 0 won't help anything.

Before the AoE nerf, all you had to do was take Maelstrom. Press c, then the corresponding number for maelstrom right when you get in and the doppelganger would be dead before the maelstrom ended if you were a competent Nuker. Now, I'd have to agree with the first poster: Take Backfire and a spammable spell and that's all and watch as the doppelganger backfires himself to death, or take empathy and a spell of your choice and dodge all the doppelganger's arrows while occasionally firing off your spell of choice.

Armor Of Frost (Water)
Blinding Flash (Air)

You can subsitute Armor of Frost for Signet of Capture; same goes with Blinding Flash and Physical Resistance
Main attributes are:
Domination Magic - MAX
Inspiration Magic - 0 - Max
Illusion Magic - 0 - Max
Energy Storage - 0 - Max
Air Magic - 0 - Max
Water Magic - 0 - Max
Cast Illusionary Weakness before you start touching the stones. It means less wait time for you to recover all of your lost hitpoints.
The idea is to cast Empathy and the Spirit spells on Doppleganger. Cast blinding Flash, Armor of Frost and Physical Resistance if you want.
Illusionary Weakness is your only healing spell. It activates as soon as you take too much damage. The doppleganger will cast it and will damage itself. Since it is in battle, it won't be able to heal over time. Without any skills to heal, it won't heal at all.
Empathy is your only damaging spell. So cast it as often as needed. Spirit Shackles and Spirit of Pain is to take energy away from the doppleganger and give you energy (respectively). Not so much as a real defense, but it helps. Armor and Blinding is for defense, so cast them as needed.
Do not attack at all. The doppleganger will use these spells on you, so don't bother attacking, just cast.
The reason for not using Backfire is because the doppleganger is a Ranger/Warrior/Spellcaster. You are just a spellcaster. Who do you think it will hurt more by casting Backfire?
This won't take as little as 10 seconds, but it will give you victory.

That isnt going to help, Echo can only be capped on the RoF or somewhere in Cantha, but otherwise When I went up against my doppleganger I used air magic and killed her in 5 seconds flat.

On my characters with a Mesmer secondary, I just max out Domination, put on Backfire and a bunch of Mesmer hexes that trigger when you take an action (like Shame or Diversion or somthing like that) or Illusion magic hexes with no points in Illusion magic or even hexes from your primary line with no points in that attribute either (Rust or something). Cast Backfire and he kills himself and he's quick about it too! Bonus and everthing.
Edit: Just to clear up...cast Backfire and don't cast anything else (if you didn't figure that out).

I don't see why you are experiencing so much trouble with the doppelganger...
I walked in there with my standard fire build (listed in a thread here somewhere), he started by using the big slow spells like Meteor shower, all I did was move out of the way, spam flare. He was dead in just over 10 seconds.
