i have some what something similar. i beat the game on the kurzick side with my necro and down at unwaking waters i was out getting a cap and got near the luxon side and i now have that towned unlocked with masters. There is no way to get into that town without following the quest lol just kind of funny i have it unlocked and mastered.

Did you quit before the ending cinematic for Raisu Palace finished? I believe it doesn't actually put the town or outpost on your map until you've entered it for the first time.

@demon: The luxon and kurzick Unwaking Water missions are linked. You only have to play one of the two missions, and the other has the exact same standing. You'd know this, if you'd played through both sides of the map, but I've no clue why it unlocked your outpost. :P

no i did not leave before the cinematic, the whole party watched it. the first time i did it with the PUG it even showed that i got the standard reward for it. it attempted to load the next zone but did not. the whole party had the same problem.
2nd time did it with guild group, stayed for the last cinematic again, shows the master reward, same thing happens, tries to load, message says 'waiting for other party members to load', timer stops at 0 and nothing happens.

Happened to me too, finaly got the mission beat on my assassin and then comes the "waiting for entire party to load" screen, then it just stopped, i could still map and stuff, just didn't get Sanctum mapped.
