PC on Outcast Shield

Hi guys, right this time I'm asking for a PC instead of giving it, not great at very good items (at least I think this is a great item) so a little help please

OK, it's a Gold Outcast shield req 9 strength
Recieved Damage -5 (Chance 20%)

I know it would be great if it had a second mod, but please let me know what you think.
