I want to buy some sword/axe that is non-vampiric and it has -1 health regeneration as requirement for additional damage. I also could buy sword/axe like that with vampiric, but then it has to have -2 health regeneration.

i have the dragon crest axe and its green and have -1 heal regen !! u can buy it for 20 k

He said, the -1 degen. isnt allowed to come form the vampiric upgrade, but Dragoncrest Axe got that
