You can't "make" them, you can buy them at a average price of 9g each. Or you can savage them from a number of items like staffs.

Wood Plank is a common crafting material, usually obtained from salvaging items like bows, staves and shields (not all items of those types yield wood, though). It is used mainly for ranger bows, and warrior axes and hammers. It is also used to craft several Rare Crafting Materials.

Wood is used to Craft Rolls of Parchments.

Also wooden enemy creatures sometimes drop wood planks when they are killed by human player.

u cannot craft wood. only savage it, buy it or find it

The higher the req item generally yields more wood planks than low req items. So if you have a character that can hunt in South Shiverpeaks around the Stone Summit you get more wood from the bows there than say the Charr in Ascalon.

If you are only going for the wood planks you can save some money by using a regular salvage kit over an expert salvage kit. But if you are salvaging items for rare materials then you need to use an expert salvage kit. Just for a bit of add info a superior salvage kit doesn't provide any extra chance to salvage. It only contains more charges (and is a bit more expensive per charge) and helps from crowding your inventory with multiple salvage kits.

Simple. Salvage every single Bow or Staff in sight.

The slightly more expensive method of course been to find a staff with Perfect mods and try to salvage it, your almost guaranteed to get wood.

My necro has about 3000 wood atm... could just give you some if you have Prophecies, its doing nothing but taking up space since i can't be arsed to sell em.

Don't know where you are in the game. However if you are in Droks, there are a bunch of trolls in Talus Chute that seem to carry a lot of raven staves that salvage to wood planks.
