Use "+15 armor while casting" gloves or boots. It is global effect. All other armor parts should give extra energy. Although masks can't give extra energy.
This is not necessary the best but a good compromise because the best is so hard to define. It depends what skills you and your party use and what kind of enemies you are facing.

Most mesmers would have the enchanter stats (energy bonus ones) + 1 piece (usually gloves) for the +15 while casting.
But most mesmer skills take less than seconds to cast so the +15 would do much help anyway most of the time.
I have the +15 noble gloves that I use with some armors but for my last 2 armors I just got full enchanter stats. I do not see a difference at all.
