Just checked, and its avialable in ...actually... ALL of the skill trainers in Cantha...(even the first in Monastry).
Remember...you have to be rt/ or /rt to see and buy Ritualist skills.

you probably see it in all the trainers because you have it unlocked...I dont have it unlocked yet, so its not available in all the trainers.
and duh, of course I am half Ritualist. I want to know where it can be purchased for a character that does not have it unlocked yet.

Good thing for you, Vengeful Weapon is a "starter" skill for Ritualist (one you are given free), so make a ritualist and within like 3 minutes you'll have the skill unlocked, then can get it on any other character through trainers.
EDIT: GuildWiki is my friend. I checked their SKill Trainer listings. Apparently, it is unavialable from SKill Trainers til you learn it through faction, or making a Ritualist.

Wow...I probably didnt get the skill because I skipped the tutorial section and followed Master Togo into the Monastery.
Anet needs to fix that...not giving certain skills because you dont do the tutorial is very lame, especially if you cant purchase them later from a skill trainer.

it's not from the tutorial, you should get it by the time you get your insignia. it's just a quest reward skill (one of the few) for your profession quests.

that might be the difference then - primary vs. secondary profession. it's pretty quick into it - your best bet is to just make a primary rit and get it unlocked.

I remember getting it somewhere but forgot
Former Ruling
It is the reward for Accepting the quest "Locate Professor Gai" (the first Ritualist quest gotten in Monastry) as a PRIMARY Ritualist, you only get "Pain" as the skill if you aren't a primary Ritualist.

Both my rit/ and /rit have it but, unfortunately for the OP, I don't remember where I got it. I do know that i didn't buy it. I think it was given while going after my badge.
EDIT:
I got it with my /rit first.

I guess I'm off to make another Canthan character to check if this has changed.
EDIT: The quest gives both Pain and Vengeful Weapon ( and Painful Bond). You are right. I did that quest when Factions first came out, its obviously updated now. The OP did the quest before updated too probably.
