Cho Wei the Skull Axe Location

Anyone know where he is? I know he's at Penjing Peninsula, but I can't for the life of me find him. I want to try and farm for his green axe, even though it is a "newb green". A picture or a description would be great. Thanks.

Thanks but I've looked there and there is no location apart from teh fact he is in Panjiang Pensinsula, and as I said I have been unable to find him.

He is on the far South West corner of the island near the coast, in a kind of fort full of Outcast. Lvl 20 can easily solo the area but there are "popup" mobs in the fort as well so beware.

He should spawn somewhere around the part I "circled". He might be a random spawn, though, so zone out and back in if he's not there.
Edit: The discussion over at gwiki suggests that Canthan characters might have trouble encountering Cho Wei. Their speculation is that he may start to appear after a certain quest.
