No it is not! It's a lie and a silly rumor, the seller of the item is trying to drive the price up via Panic buying.

You can still get the item from the "Cities of Asaclon" quest.

With Factions release it would be logical that the price would rise, less supply more demand, with all these Canthan born 55's.

I had a -50 offhand left, sold it for 5k.. Made someone happy
